The OIC (administration) of Mirigama police has been arrested over the abduction of a person 13 years ago.

Chief inspector Saman Kumara Dissanayake was the crimes OIC of Alawwa police at the time of the incident.

The victim, Shantha Samaraweera from Kegalle, was taken into custody on 22 July 2010, his elder sister complained to the Human Rights Commission.

He went missing with police claiming that he had fled while hospitalized for a headache, she said in the complaint.

She charged the commission had investigated the complaint in a manner biased towards the police.

Shantha had been kept at an underground torture chamber at the Trincomalee Navy camp, according to a report by the ITJP in 2019.

Another detainee at the torture chamber, B.M. Vijayakanth, has told the CID that Shantha had been kept there with him.
