The president and the speaker conspired together and violated the constitution in the matter of the appointment of the IGP, charged opposition leader Sajith Premadasa.
The two had appointed the person rejected by the Constitutional Council, Premadasa said in a statement.
Referring to the vote in the CC with regard to the nominee, he said the speaker had intentionally and maliciously acted by using his decisive vote.
Premadasa has based his statement on a letter sent by the speaker to the president on 26 February.
