COPA has instructed relevant authorities to immediately prepare a 10-year national plan to make Sri Lanka self-sufficient in liquid milk.
Presently, only 300 million litres out of a 1,200 million litres of annual requirement are produced locally.
COPA expressed concern over the failure to fulfill self-sufficiency targets despite budgetary allocations and foreign funding.
It has issued guidelines to make liquid milk production a cottage industry targeting rural, estate and semi-urban communities rather than on a large-scale.
It added that India’s self-sufficiency in liquid milk could be taken as an example in meeting the target.
