The president and the government are of the stand that all powers barring the control over land and

police matters should be devolved to the provinces, said chief government whip Prasanna Ranatunga.

The ex-provincial chief minister said that he always maintained that PCs should be vested with the administrative powers.

“An education minister who functions from Colombo cannot address educational issues in the northern and eastern provinces,” said Ranatunga at a function in Ampara yesterday (01).

The 13th amendment to the constitution was already in enforcement, he noted.

He said animosities that were the results of the war prevented PCs from getting land and police powers, although political leaders in the north and the east demand those same powers.

Noting the government cannot take popular decisions to satisfy all, Ranatunga added that if the 13th amendment cannot be implemented, it should be dropped altogether from the constitution.
